The Central Bank can and does refuse PCF applications. A weak due diligence file delays or blocks the appointment.
It Is an Ongoing Duty
The standards apply for as long as the person holds the role. Circumstances that change must be reassessed and the file updated.

It is the firm that confirms each Controlled Function holder meets the standards. That certification is only as good as the evidence behind it.
The Annual Cycle Is Evidence
Certification is an annual obligation with a paper trail. Missing it is a supervisory finding in its own right.
